Interesting note:  $2,000 for Forestry Program is a line item although Mayor McElwanney declared the program non-existant at the November 2009 Town Council meeting, thereby ending any needs for funds for the program.  Also note the very large percentage of the entire budget is for one employee.  Questions were asked at the Public Hearing about the legal fees but remained unanswered.
 
The other large amount ($18,000) is for Residential Garbage pick-up. The $13,000 is for Custodial Service, Repair and Maintenance...these colors are sometimes to read.
 
There was no discussion between Council Members about the items on the budget's General Fund section.  At the hearing preceeding the December meeting "selected" questions were allowed,  therefore, if there was an item or amount not clear to the hearing participants, there was no way to clarify.  It was quite clear that this hearing was held ONLY to fulfill the State's requirement.
 
This was a pretty "cut and dried" hearing/meeting with everything predetermined.  It was obvious that the decision had already been reached regarding the adoption of the budget before the hearing and the meeting...the hearing was just a required part of the budget procedure and only that!
