New Officials-2012
Derrick McElwanney was sworn in as Town Council Member at the December 9th meeting. Mr. McElwanney, former Mayor, resigned two years into his 4-year term as Mayor.
Current Mayor Wendell Staley was sworn in for a 4-year term on this date. Mayor Staley was elected to complete a 4-year term vacated by Polly Garlington when she resigned from Town Council to run for Mayor two years ago..
Celine Davenport was elected Mayor-pro tem. Ms. Davenport had completed the 2-year term and is now elected for 4-year term.
Neighborhood Watch
Council Member Celine Davenport has suggested the Town of Sharpsburg inquire about implementing Neighborhood watches. She is concerned about school buses and students crossing highways in the morning and afternoon. She also suggest that the neighborhood watches may deter vandalism or criminal activity.
I have stopped trying to post dates of the Town Council meetings because the meetings are cancelled/rescheduled so often it is impossible to keep up with dates!

July 11, 2011
This is the portion dealing with Code Enforcement on Commercial and Residential buildings that are obviously not up to code, most with safety and health issues
Conveniently, the Motion to discuss the issues WAS NOT Removed from the Table as motioned at the July 11, 2011 meeting; therefore, the issues ARE NOT BEING DEALT with.
Code 01-10 Sec. 2 (a) clearly addresses these issues and also directs the method of handling both commercial and residential buildings.
This is the portion of the meeting where the Motion was made and seconded to Table the Motion until the August 1, 2011 meeting.
August 1, 2011 meeting. The aforementioned Motion to Table was not removed from the table with the excuse that the Town attorney had to be consulted even though three weeks had elapsed since the issued was brought before the Council. The matter was brought to the attention of the Mayor in April 2011. (in writing on prescribed form)
Roberts Rules of Order Revised (page 108) clearly states "that if not taken from the table the question is SUPPRESED." thereby avoiding disucssion of the issue. Being SUPPRESSED, the issue was not allowed to be brought back before the Town Council for consideration or discussion.
On a lighter side, Robert's Rules for Dummies, (p 142-143) states: If the motion laid on the table isn't taken from the table by the next regular meeting, it evaporates quicker than hot water in you-know-where!"
Robert's Rules in Plain English states, (page 75) "Lay on the table is out of order when used to kill or avoid dealing with a measure." It is responsibility of the Chair to determine the purpose of the Motion.
I need to add here that I know it was not the intention of the Council Member to suppress the issue but because of the way the Motion was handled at the August meeting, this was the outcome....SUPPRESSED.
