Sharpsburg Certified
Tree City USA (2008)

L to R:  Robert Farris, Director, Georgia Forestry Commission

Beryl Budd, Forester Georgia Forestry Commission

Councilmember Garlington attended the State Arbor Day Celebration at Macon State College, Macon, GA on Thursday, February 19.  The Town of Sharpsburg was presented with a framed certificate certifying the Town as a Tree City USA.  The County Foresters will present the Town with a flag and a sign at a later date.  This accomplishment was spearheaded by Cindy Neal, Tree Board Chairperson, and Polly Garlington, Town Council Member.

The precess was begun in the Fall of 2007.  There were four requirements that were required for certification:

1.  The Town have a "Tree Ordinance".
2.  Funds in the Town Budget to finance the project.
3.  Regular planning meetings
4.  Arbor Day Celebration.

The "tree ordinance" was already in place when the Tree Board was organized.  The former Town Council approved the funds required and the present Town Council has continued to fund the project.

A work plan has yet to be made for the coming year but the focus will probably be the the care and maintenance of the old oak trees around town.  In order to maintain the Tree City USA certification, the Tree Board must once again meet designated requirements.

Councilmember Garlington Attends
Mayors' Day 2009 Conference.

Community and Media Relations was the subject of the one-day training session held at the Atlanta Hilton on January 23, 2009, which was attended by Polly Garlington, Town of Sharpsburg Councilmember.

The purpose of this session was to emphasize the importance of establishing effecting working relations with the media and with the community and the role the media plays in informing the public and shaping their opinion of their local government.

Equally important, methods were suggested to keep the public informed of local government decisions, policies, and activities; suggested were newsletters, websites, radio, along with press releases, and in larger markets, television.

Councilmember Garlington also attended the six hour training class, Municipal Law, in late fall 2008.

Over 700 town officials were in attendance at the Mayors' Day 2009 Conference, representing 500+ towns and cities from all over Georgia.  As a part of GMA's ongoing disbursement of information and trainng for municipal officials, GMA sponsored the Mayors' Day 2009 conference.  The purpose of GMA is to anticipate and influence the forces shaping Georgia's communities. and to provide leadershp, tools, and services that assist local governments in becoming more innovative, effective and responsive.

GMA's membership currently totals more than 502 municipal govrnments, accounting for fore than 99% of the state's municipal population.  Created in 1933, the Georgia Municipal Association (GMA) is the only state organization that represents municipal governments in Georgia.

The "NEW" Old Town Sharpsburg

Streetscapes on Main Street

To bad the finished result do not look like this!!!!!
There are many trees planted but not in the immediate area around the stores.  None of the Crepe Myrtles are planted as show above.  Having the sidewalks is nice and the shrubs planted add to the appearance.  It is great having lights downtown at night!...and the merchants are back.

The long awaited Streetscapes project began on  Monday, March 24, 2008    Above is a rendering of the Project.  The charming old stores are still there but now there will be sidewalks, street lights, benches, trees, and shrubs.  Everyone is excited at the prospects of a newly designed "Old Town" area.

The Pottery Patio, Pemberton's, Mitchell's Quilts and Antiques & Richard's  Studio of Photography,  are now open for business.

Tree Maintenance:  The Sharpsburg Tree Board has taken bids for the maintenance of the four large trees on Main Street.  The trees desparately need pruning and removal of dead limbs,  This information regarding bids and recommendations will be presented to the Sharpsburg Town Council on Monday, February 4.  Mrs. Cindy Neal is the Chairperson of the Tree Board.

Unfortunately, one of the old trees has been  removed but the remaining three trees near the shops will be trimmed and the mistletoe will be removed.

Sharpsburg Town Council Committee,
for the purpose of working with merchants and the Sharpsburg Merchants Associaion (SMA)  is on hold awaiting the reorganization of the SMA.

Sharpsburg Merchants Meet With

Corinne Thornton, (DCA)

Department of Community Affairs.

Debbie May, Eric Richards, Corinne Thornton

Eric Richards of Richards’ Studio of Photography hosted a group of merchants from Sharpsburg to hear Mrs. Corrine Thornton from the Department of Community Affairs (DCA), a  State organization,  describe services available for towns and businesses to promote economic growth and development of their downtown area.  Sharpsburg has two centers of business; one area is the Old Town Sharpsburg area, and the other areas are merchants and businesses along Highway 54 and McIntosh Trail.

This initial meeting was to judge the interest of the merchants in  requesting  DCA’s involvement. Overwhelmingly, the group agreed that “This is opportunity knocking; let’s go for it.”   At the next gathering merchants from Highway 54 and McIntosh Trail will be invited to participate.  According to Mrs. Thornton, “ For this to be successful all merchants in Town  and the Town Council need to be involved.

In addition to Mr. Richards, those attending the meeting  were Debbie May of Consign It Furniture, Gary Head of Head Games, Blue Cole of Ashley’s Attic, Denise Herbert of Pottery Patio, Jeanene Collins of the Nik Nak Shack, Herb Bridges, property owner, and Polly Garlington, Town Councilmember, who initiated the meeting and stated “This is a great opportunity for local merchants and the town to work together to establish ‘Sharpsburg , a place to visit’.”  The Town’s motto for years has been, “On the street where old friends meet.” “We want our new friends to become our old friends and enjoy our quaint little town.”

The Department of Community Affairs provides a variety of community development programs to help the state’s communities realize their growth and development potential..  DCA also offers a variety of economic development incentives and tools designed to help provide growth and job creations locally and  throughout the state.

Town Officials Elected for new terms. (2007)

Three of the newly elected Town Councilpersons attended an intensive two-day training session at the University of Georgia.  Workshops covered many of the topics  which elected officials will face during their term of office.  Training sessions included finance, communications, zoning and land use, effective meetings, and other subjects.  Attending the workshop at UGA were Gordy Anderson, Connie Turner, and Polly Garlington.  Keith Rhodes, also newly elected,  attended a similar workshop.

Donna Camp, Town Clerk, has recently attended a training seminar which was  held at UGA.  Training sessions for Town Clerks take place to keep them abreast with new state mandates and indepth training on many topics involved with keeping towns'  and city's compliant with current state law in the ever-changing circumstances.
